Louisiana

The pervasive availability of powdered cocaine and the distribution and abuse of crack cocaine are the major illicit drug threats in Louisiana. With the exception of the greater New Orleans area, heroin distribution and abuse do not pose notable threats to the state. Injection is the favorite method of heroin administration for young, inner-city users because it is really fast and efficient. Although syringes can be purchased without a prescription in Louisiana, there is resistance on the part of the user to purchase new needles. This may be because of paraphernalia laws allowing police to test for the presence of heroin in a person's system if he/she is in possession of a needle.

Most of the marijuana consumed in Louisiana is grown in Mexico and smuggled across the Southwest Border. Marijuana produced in Louisiana and in neighboring states is also available.

The production, trafficking and illegal abuse of methamphetamine is the fastest growing drug problem in Louisiana. A direct relationship between meth distribution, abuse, and violent crime, particularly domestic violence, aggravated assault, child abuse, and murder is obvious. An increase in meth use at raves has been reported. The abuse and distribution of club drugs is also on the rise.

The unlawful diversion, distribution and abuse of oxycodone drugs, particularly OxyContin, have become significant threats in Louisiana, especially in the southeast parishes of the state. OxyContin is being abused at a rate many describe as epidemic.

According to the National Household Survey on Drug Abuse (2001), 1.77% of Louisiana citizens reported past year dependence on illicit drugs. Among Louisiana high school seniors surveyed in 2002, nearly 16% reported past month use of marijuana.

Alcohol Abuse

According to the National Survey on Drug Use and Health (2003), more than 46% of the Louisiana population (aged 12 or older) reported the past month use of alcohol. Over 19% of the people in the age group of 12-17 years and more than 61% in the age group of 18-25 years reported using alcohol past month. Among the people of 26 years or older the rate is more than 47%.

In the survey, around 24% of the of the Louisiana people showed binge alcohol use and around 44% reported perceptions of great risk of having five or more drinks of an alcoholic beverage once or twice a week. In the age group of 12-17, past month binge alcohol use is around 11%. In the state, 7.95% of the total population showed alcohol dependence or abuse in past year.
